What exactly does it take for a criminal organization to be formed?
What level of corruption has to be present in a community for a criminal organization to form and continue operating for many decades or centuries.
First of all there has be someone in a high enough position of authority, such as a judge, police officer, senator, congress people or a religious cult. But to prolong their reign of tyranny or terror it takes having more than one organization involved to cover many fields of law and government.
A community environment that is controlled or severely corrupt is ideal for terrorist to form. The community has to be unchanged throughout the years regardless of how corrupt it becomes. It has to be an area where they refuse to remove corrupted law enforcement officers and judges, who are very dirty behind the scenes and willing to go unto great efforts to keep their position of authority. That's why desperate people who are willing to do anything to keep their position of authority are not ideal for a position of authority.
